You need to have psp modding and have the plugin installed on psp cxmb3.3 to download PSP themes.
Cxmb Installation:The unzip, copy the file in the root cxmb PSP in ms0: / seplugins / vsh.txt add the following line: ms0: / cxmb / cxmb.prx and save.Entrants in Recovery / plugins and activate cxmb.prx.

UPDATE | To be clear to everyone: this tutorial applies to both currently CXMB for 3.71, 3.90 and 4.01 and for versions 5.0 and 5.01. The difference is that you should take for 5.01 CXMB version here.
